Government of the Punjab, Finance Department issued a Notification on 28-09-2023 in connection with Clarification Revised Leave Rules (Leave Encashment) Punjab 2023.
I am directed to refer to this departments notification of even number dated first June 2023 on the subject cited above and certain certifications upon queries in this regard are notified for the convenience and guidance of all concerned as under:

Whether a Civil Servant whose LPR period started before 1st June 2023 required to fill the condition to submit his return application to the appointed to authority for grant of LPR or its refusal in terms of Rule 17 of the Revised Leave Rule 1981 for the granting of LPR or leave in catchment of refused LPR?
A civil servant whose LPR period started before 1st June 2023 is required to submit written application to the appointing authority under rule 17(7) or grant of LPR for the remaining. Or the refusal for granting of LPR after 01-06-2023 So that he shall be entitled to encashment of refused LPR.
A civil servant whose LPR is completed before 31st May 2023 there is no need to of getting refusal by the competent authority for encashment of leave.

A civil servant whose LPR period started before 1st June And 23 shall attain the age of supernatural and after 01-06- 2023 is entitled or encashment of leave in lieu of LPR according to previous rule for present ?
A civil servant whose LPR is started period is first June 2023 shall be entitled to encashment of LPR according to previous rule till 31st may 2023 i.e., Prior to amendment and for remaining after 01-06-2023 he is entitled to encashment of leave in lieu of refused LPR as already mentioned at SR.No.01.

A civil servant whose LPR period started before 01-06- 2023 and shall attain the age of superannuation after 01-06-2023 whether he is entitled for encashment of leave in lieu of LPR on lump sum or monthly basis?
As evil servant whose LPR. Started before 01-06-2023 shall be entitled to lump sum in catchment of leave in lieu of LPR till 31st may 2023 and after first June 2023 shall be entitled to encashment of refused LPR monthly basis.

1. A civil servant who has not appealed option of LPR before first June 2023 and LPR. Will start after first June 2023 on which date he is entitled to engagement of leave in lieu of LPR?
2. Whether his request of LPR will be considered refused or otherwise?
1. He is entitled to engagement of leave in lieu of LPR equal to initial pay offs basic pay scale.
2. The period involves on or after 01-06-2023 refusal of the LPR by the appointing authority for encashment in terms of rule 17(7) of revised lead role 1981 is admissible.

Whether a family of deceased civil servant who died while in service before the commencement of notification dated 01-06-2023 is entitled or can catchment of leave for 365 days as per previous role or otherwise?
Yes, the family of deceased civil servant who died before 1st June 2023 is entitled to encashment of LPR in view of LPR as the previous policy or rule.

Can civil servant give his option for the grant of LPR or leaves encashment in lieu of LPR or otherwise?
Proceed as per rule 17(7) of revised leave Rule 1981 with effect of from first June 2023.vide FD.SR.II/2-97/2019 dated 01-6-2023.

Whether the condition of application for leave prior to 03- months of retirement and refusal of LPR apply to officers who retired on or after
01-06-2023?
A civil servant preceded in the right of role 17(7) of revised leave role 1981.

Whether the Ibid Notification apply to those officers who have already been retired in the month of May 2023 or earlier?
The said amendment in the revised Leave Rules 1981 is applicable w.e.f 01-06- 2023.
