I am sharing the details of Extraordinary Leave (EOL) (leave without pay). Employees can get EOL without pay under certain circumstances. The details are as follows:
Extraordinary Leave (EOL) (leave without pay)
The employee can avail EOL without pay on certain occasions. Some are as follows:
- When an employee wants to get leave but the employee has no leave in his account credit.
- When an employee has leave in his credit, but he wants more leave than his leave in credit. In this case, the employee has the option to get leave in partial leave on half pay or leave without pay. The employee can get leave without pay when he has leave in his leave credit.
- 5 years EOL if employee has completed 10 years regular service
- 2 years EOL if employee has not completed 10 years regular service
- EOL retrospectively in lieu of absence without leave
Explanation of 2 years and 6 years EOL
The explanations for 2 years and 6 years EOL are as follows:
- Extraordinary leave without pay may be granted on any ground up to a maximum period of five years at a time; provided that the civil servant to whom such leave is granted has been in continuous service for a period of not less than ten years, and, in case a civil servant has not completed ten years of continuous service, extraordinary leave without pay for a maximum period of two years may be granted at the discretion of the head of his office: Provided that the maximum period of five years shall be reduced by the period of leave on full pay or half pay, if granted in combination with the extraordinary leave.
- Extraordinary leave up to a maximum period prescribed under sub rule (1) may be granted, subject to the conditions stated therein, irrespective of the fact whether a civil servant is a permanent or a temporary employee.
- Extraordinary leave may be granted retrospectively in lieu of absence without leave.
Grant of EOL Without Pay under Rule 9 of the Revised Leave Rules, 1980
It is clarified after consultation with the Law and Justice Division, Establishment Division and Auditor General of Pakistan that EOL of five years is admissible to a government servant for each spell of ten years of continuous service. If, however, a civil servant has not completed ten years of continuous service on each occasion/time, EOL without pay for a maximum period of two years may be granted at the discretion of the head of his Ministry/Division/ Department.
- The maximum leave availed during one continuous period should also not exceed 5 years.
- The cases already decided by the Ministries/Divisions need not be re-opened.
