Government of Sindh, Finance Department issued a Notification on 07-08-2026 in connection with Freezing ARA-2024 and 2023 and Admissibility to New Entrants in Government service. As per the Notification, the Sindh Government has frozen these two allowances, and newcomers into government service will get this allowance on the initial basic pay of the Revised Pay Scales 2022. The details are as follows:
Freezing ARA-2024 and 2023 and Admissibility to New Entrants
According to the Notification by the Finance Department, Sindh, as per para-09 of Finance Department, Government of Sindh Office Memorandum No.FD(SR-1)08(01)2026-27 dated 22nd July 2026, regarding Revised Basic Pay Scales 2026 Sindh, all the Special Pays, Special Allowances or the Allowances admissible as percentage of pay shall stand frozen at the level of its admissibility as on 30th June, 2022. The following clarification is provided to avoid any confusion regarding Adhoc Relief Allowance-2023 and 2024.
Freezing and Admissibility of Adhoc Relief Allowance-2023
The Adhoc Relief Allowance-2023 @ 35% and 30% of the Basic Pay Scale-2022 to the employees in BPS-16 & below and BPS-17 & above, respectively, is already frozen at the level of its admissibility as on 30th June, 2023.
All the new entrants shall be allowed Adhoc Relief Allowance-2023 @ 35% and 30% in BPS-16 & below and BPS-17 & above, respectively, of minimum of relevant Basic Pay Scale-2022 on notional basis with effect from 1st July, 2026 till further orders and shall stand frozen at the same level.
Admissibility and Freezing Adhoc Relief Allowance 2024
The Adhoc Relief Allowance 2024 @ 30%, 25% and 22% of the Basic Pay Scale 2022 to the employees in BPS-01 to 06, BPS-07 to 16 and BPS-17 & above respectively shall stand frozen at the level of its admissibility as on 30-06-2026.
All the new entrants shall be allowed ARA-2024 @ 30%, 25% and 22% in BPS-01 to 06, BPS-07 to 16 and BPS-17 & above respectively of minimum of relevant Basic Pay Scale-2022 on notional basis with effect from 1st July, 2026 till further orders and shall stand frozen at the same level.
What does freezing mean?
Here, freezing means that upon revision of the employee’s basic pay, these allowances will not increase. Mostly, some allowances on running basic pay increase with the increase in basic pay due to annual increment, promotion, upgradation, or time scale. But now these allowances will remain the same on such increments and promotions. However, if employees are promoted/upgraded, or given a time scale before the date allowances are frozen, these allowances will increase.
It is to be mentioned here that the Federal Government has already issued the Notification of Freezing ARA-2024 Federal for the Federal Govt employees.
