Discussion on Medical Allowance for Employees of BPS-16 & Above

I am going to discuss with detail about the Medical Allowance for the employees of BPS-16 & Above. Various visitors of GLXSpace.com (Galaxy World) aroused a question that they have been upgraded/promoted from lower scales to BPS-16 and above but their Medical Allowance is the same as they were earlier availing. They asked why the Medical Allowance is not 15 % of their Basic Pay.

Notification Copy of PH.D/D.Sc & M.Phil Allowance Punjab Govt Employees

Punjab Govt has already issued a Notification No. FD.SR-I-9-36/2007 dated 21st June 2012 regarding enhanced rates of PH.D/D.Sc & M.Phil Allowance. PH.D/D.Sc rates have been increased from Rs.5, 000/- PM to Rs.10, 000/- PM vide this notification. This would also make entitlement of Special Allowance @ Rs.5, 000/- per month to M.Phil Degree holders on acquiring/possessing M.Phil Degree by APUG/EX-PCS/EX-PSS officers as per the letter No. FD.SR-I/10-6/85 dated 14-09-1991, as the Special Allowance rate is 50 % of the PH.D/D.Sc Allowance.

Govt of Pakistan Reluctant to Introduce Unified Pay Scales

According to the Daily News dated 16-12-2012, Govt is reluctant to introduce Unified Pay Scales for the Govt Employees of Pakistan. The hopes of employees have been dashed to grounds as the Govt have not finalized their framework on Unified Pay Scales and not shown any willingness in this regard within this stipulated period and thus there seems nothing in connecting with UPS wef 01-01-2013.

No Proposal to Increase Salaries of Govt Employees

Federal Minister Finance “Abdul Hafeez Sheikh” said on the question hours of National Assembly dated 10th December 2012 that there is no proposal to increase the salaries of the Govt Employees in the near future  The Federal Minister told that the Federal Govt has already increased the salaries of the Govt Employees upto 120 % since the financial year 2008 to 2012 and there is no proposal to increase the salaries of Govt Employees.

Download Notification of Conveyance Allowance Punjab Govt Employees

Punjab Govt has issued the notification of Conveyance Allowance for the Punjab Govt Employees of BPS-01 to BPS-19 wef 01-07-2012 vide No. FD.SR.I.9-4/86(P) (PR) dated 04-12-2012.  The payment of 1st Quarter of current financial year ie. July 2012 to September 2012 shall be made along with the pay of December 2012, followed by the quarterly payment of arrears for second quarter i.e October 2012 to December 2012 with the pay of March 2013 and for the third quarter, January 2013 to March 2013 with the pay of April 2013. The payment of Conveyance Allowance shall be brought at per current basis wef April 2013.

Notification of Regularization of SSS Punjab

Govt of the Punjab School Education Department has regularized Senior Subject Specialist wef 10-09-2011 vide even Notification & Even dated. These Senior Subject Specialists were working in BPS-18 on contract basis and were appointed the contract policy 2004. The service period of contract basis of these employees will not be counted for pension, gratuity or leave etc. The seniority of these employees will be in respective new cadre will be reckoned from their date of regular appointment.
