General Conditions for the Annual Increment
Annual Increment is that increment that is granted on 1st December to a Govt Employee. The employee may be regular or on contract basis. The condition for the annual increment is that minimum service in a particular scale must be at least 6 months.
Grant of Usual Increment in the Year of Retirement to the Pensioners Retired Prior to 1998
Finance Division Regulation Wing Islamabad has already issued a Notification dated 2nd November 2005 in connection with Usual Increment in the year of retirement to the pensioners retired prior to 1998. These pensioners were not granted usual increment even they had completed 6 months in their present scale at that time.
Option for Re-Fixation of Pay on Grant of Selection Grade
Military Account General, Kashmir Road Rawalpindi Cantt issued a Letter No. 38/AT/PC/4699-XXIV/P-139 dated 11th April 2007 in connection with Option for Re-Fixation of Pay on Grant of Selection Grade. In this letter it is clearly written that the benefit of re-fixation of pay on award of selection grade in respect of teachers before 07-07-2001 is in order and may not be re-considered/revised.
Notification Grant of Premature Increment on Promotion within the Same Scale
Finance Division Regulation Wing Islamabad has issued Notification regarding Grant of Premature Increment on Promotion within the same scale vide No. F.11 (30) R-2/2010-1180 dated 5th November 2012. Vide Finance Division Regulation Wing OM No. F.2 (8)R-I(1)/80 dated 17-11-1991 it was inter-alia, decided to allow next stage equal to one increment on fixation of pay in the case where a Govt servant already drawing pay in a pay scale by virtue of selection grade or otherwise holding a lower post in the pay scale is promoted to a higher post falling in the same scale.

An Option Certificate on Pay Fixation is a great tool for employees who are being promoted. An option certificate can be adopted if an employee is promoted after 1st June.
