The Lahore High Court has issued its decision on 03-04-2019 in connection with Counting of Previous Service of Contract Employees. Summary is as under:
2. Facts in brief are that the petitioners were employed on contract basis by the Communication and Works Department, Government of the Punjab for Lahore Ring Road Project Management Unit at various dates between 2006 to 2010. When Ring Road Authority Act, 2011 was enacted, staff of the Lahore Ring Road Project Management Unit, inclusive of the petitioners, was Transferred to the Lahore ring Road Authority and later their services were regularized vide notification No.LRRA/Amin/ 669/ Regularized/37140.
It was however stipulated that petitioners` service period as contract employees shall not be counted for purpose of pension, gratuity, leave, etc. on their appointment under the Punjab Civil Servant Act, 2974 and the rules framed thereunder, Petitioners filed representation before respondent No.3 for redressal of grievance. This representation was rejected vide other No.LRRA/Admin/38648 dated 02.03.2018. Petitioners have called this order into question in the Constitutional jurisdiction.

Kia jo employee 2010 ko government of punjab main aye thay aur 2013 tak contract main rahay and then 2013 say wo regular hway aur 2016 tak punjab government main rahay and us k bad through proper channel federal government main select hway aur still federal government main hain un ki contract service jo 2010 say 2013 tak thi kia wo add ho ge? agar ho ge to kis channel say wo is opportunity ko avail kar saktay hain?
