Government of Sindh, Finance Department has issued Notification on 28-02-2020 in connection with Clarification Higher Grade on the Basis of Time Scale (BPS-01 to BPS-16). Detail is as under:

I am directed to refer your U.O letter No.SO(A)/CMS/5-4(UPVP)/2016 dated 07.01.2020, on the subject cited above and the clarification is given as under:-

Higher Grade on the Basis of Time Scale (BPS-01 to BPS-16)

One step means one step above in BPS, in Case initial appointment is made in BPS-06, on completion of 5 years’ satisfactory length of service, the incumbent of the isolated (Non promotional) post in required to be allowed to BPS-07.
The slab/barrier of length of service 5,12,19, 27 years’ mean that first time one stage above is to be given on completion of satisfactory service of 5 years’ and second time one stage above is to be given on completion of 12 years’ satisfactory service (Counted from the date of initial appointment) and similarly on completion of 19 years’ satisfactory service, further one step above and again one completion of 27 years’ satisfactory service, further one step above and again on completion of 27 years’ satisfactory service, further one stage above is be allowed.

Illustration :

Duplicating Machine Operator is appointed in BS-04 and there is no avenue of promotion, the time scale will be considered as per details given below:-

On completion of 5 years’ satisfactory service in BPS-04, (Counted from the date of initial appointment) the incumbent will be awarded BPS-05.
On completion of 12 years’ satisfactory service in BPS-05, (Counted from the date of initial appointment) the incumbent will be awarded BPS-06.
After completion of 19 years’ satisfactory service in BPS-06, (Counted from the date of initial appointment) the incumbent will be awarded BPS-07.
One completion of 27 years’ satisfactory service in BPS-07, (Counted from the date of initial appointment) the incumbent will be awarded BPS-08.
