I am sharing the latest Gilgit Baltistan Pay Scales 2026 notification issued by the Finance Department, Government of Gilgit-Baltistan. The details of notification are shown below:
Revised Basic Pay Scales and Allowances 2026 GB
Revision of basic pay scales and allowances of civil servants of the gb government, 2026
The Government of Gilgit-Baltistan has approved the revision of Basic Pay Scales and Allowances with effect from 1st October, 2026, for the civil employees of the GB Government, paid out of civil estimates and defence estimates, as detailed in the following paragraphs. However, the revision of Basic Pay Scales for civil employees of the Government of Gilgit-Baltistan, including contract employees against civil posts in Basic Pay Scales, who are retiring between 1st July, 2026, and 30th September, 2026, shall be admissible with effect from 1st July, 2026.
Revision of Basic Pay Scales
The Basic Pay Scales-2026 have been introduced by merging the Ad-hoc Relief Allowance-2022 and Ad-hoc Relief Allowance-2025. The Basic Pay Scales-2026 shall replace the Basic Pay Scales-2022 with effect from 01-10-2026, as given at the end of this Notification.
However, the revision of Basic Pay Scales for civil employees of the Government of Gilgit-Baltistan, including contract employees against civil posts in Basic Pay Scales, who are retiring between 1st July, 2026, and 30th September, 2026, shall be admissible with effect from 1st July, 2026.
Fixation of Pay of Existing Employees
I. The basic pay of an employee in service on 30-09-2026 shall be fixed in the Basic Pay Scales-2026 on a point-to-point basis, i.e., at the stage corresponding to the stage occupied by him/her above the minimum of the Basic Pay Scales-2022.
II. The basic pay of an employee who retires between 1st July, 2026, and 30th September, 2026, shall be fixed in the Basic Pay Scales-2026 on a point-to-point basis, i.e., at the stage corresponding to the stage occupied by him/her above the minimum of the Basic Pay Scales-2022 as of 30-06-2026.
III. In case an employee is drawing Personal Pay as part of his/her basic pay beyond the maximum of his/her pay scale on 30-09-2026, he/she shall continue to draw such pay in the Basic Pay Scales-2026 at the revised rates.
Annual Increment
The annual increment shall continue to be admissible, subject to the existing conditions, on 1st December of each year.
Ad-hoc Allowances
Upon the introduction of BPS-2026, the following Ad-hoc Relief Allowances granted with effect from 01-07-2022 and 01-07-2025 shall cease to exist with effect from 01-10-2026.

Ad-hoc Relief Allowance-2026
a. An Ad-hoc Relief Allowance-2026 at the rate of 7% of the running basic pay of BPS-2026 shall be allowed to civil employees of the GB Government, as well as civilians paid out of Defence Estimates, including contingent-paid staff and contract employees against civil posts in Basic Pay Scales appointed on standard terms and conditions of contract appointment, with effect from 01-10-2026 until further orders.
b. However, the Ad-hoc Relief Allowance-2026 GB at the rate of 7% of the running basic pay shall be admissible with effect from 01-07-2026 to civil employees of the Government of Gilgit-Baltistan, including contract employees against civil posts in Basic Pay Scales, who are retiring between 01-07-2026 and 30-09-2026.
c. The Ad-hoc Relief Allowance shall be subject to Income Tax.
d. The Ad-hoc Relief Allowance shall be admissible during leave and throughout the entire period of Leave Preparatory to Retirement (L.P.R.), except during extraordinary leave.
e. The Ad-hoc Relief Allowance shall not be treated as part of emoluments for the purpose of calculating pension/gratuity or recovering House Rent.
f. The Ad-hoc Relief Allowance shall not be admissible to employees during their posting/deputation abroad.
g. Upon repatriation from posting/deputation abroad, the Ad-hoc Relief Allowance shall be admissible at the rate and amount that would have been admissible had the employees not been posted abroad.
h. The Ad-hoc Relief Allowance shall be admissible during the period of suspension.
i. The term “Basic Pay” shall also include the amount of Personal Pay granted on account of annual increment(s) beyond the maximum of the existing pay scales.
Special Pay and Allowances
All Special Pays, Special Allowances, and allowances admissible as a percentage of pay (excluding those subject to a maximum limit) shall remain frozen at the level admissible as of 30-06-2026.
This includes:
- House Rent Allowance.
- Allowances or Special Allowances equal to one month’s basic pay.
- Special Pays and Special Allowances granted to GB Government employees, irrespective of their posting in any department or office.
- Allowances applicable to civil employees in BPS-1 to BPS-22 of the Judiciary.
Option
(1) The department/office to which an employee belongs and/or on whose payroll the employee is borne shall obtain an irrevocable option in writing from such employees.
The option shall be exercised within 30 days commencing from the date of issue of this Office Memorandum and communicated to the concerned Accounts Office/DDO, as the case may be, indicating whether the employee opts to continue drawing salary under the Scheme of Basic Pay Scales-2022 or the Scheme of Basic Pay Scales-2026, as specified in this Office Memorandum.
(2) An existing employee, as aforesaid, who does not exercise and communicate his/her option within the specified time limit shall be deemed to have opted for the Scheme of Basic Pay Scales-2026.
Existing Rules and Orders
All existing rules/orders on the subject shall be deemed to have been modified to the extent indicated above. All existing rules/orders not so modified shall continue to remain in force under this scheme.
Anomalies
An Anomaly Committee shall be constituted in the Finance Department (Regulations Wing) to resolve any anomalies arising during the implementation of Basic Pay Scales-2026.
