Government of Khyber Pakhtunkhwa Finance Department issued a Notification on 25-7-2023 in connection with Clarification Admissibility of DRA 2022 / Special Allowance 2021 KP. The details are as under:

The Government of Khyber Pakhtunkhwa Finance Department Regulation Wing issued a letter to the Accountant General KPK. The main subject of the letter is clarification regarding the admissibility of Disparity Reduction Allowance 2022 and Special Allowance 2021.
The letter clarifies the admissibility of this allowance to eligible officers or employees.
100% Enhancement in Secretariat Performance Allowance 2023
The cabinet approves enhancement in the secretariat performance allowance. KPK government enhances this allowance from 50% to 100%. Employees may receive this allowance on a monthly basis from 1st July 2023.
As per clarification all the government employees/officers/officials who are working in the provincial civil secretariat Khyber Pakhtunkhwa are eligible to receive this allowance.
After approval of enhancement finance department is responsible to add this additional value to the monthly salaries of the employees of the civil secretariat.
Admissibility Of Enhancement in Secretariat Performance Allowance
According to the notification, the enhancement in SPA is only for those employees who are in receipt of this allowance at 50%. These employees are not deprived of Disparity Reduction Allowance. As the provincial cabinet has not disallowed it in lieu of a secretariat performance allowance at 100%.
All those civil servants serving in Basic Pay Scale 17 and above working in the provincial civil secretariat. They are drawing a special allowance in 2021 at 20% of the initial basic pay scale 2017. The enhancement is admissible for them.
As per the letter those civil servants were working in basic skills 17 and other employees working in the civil secretariat are not receiving any disparity reduction allowance. They are eligible to receive this 50% enhancement in Performance Allowance. previously they were receiving 50% of this allowance. But after approval of enhancement, they will receive a 100% increase of this allowance from 1st, July 2023.
All the other terms and conditions remain the same.
