Notification of Pay Protection from Regular to Contract and From Contract to Contract Appointment

Government of the Punjab, Services & General Administration Department has already issued Notification on 02-08-2007 in connection with Pay Protection from Regular to Contract and From Contract to Contract Appointment. Detail is as under:

Before I proceed further to the topic, I want I also share the contents of the same letter regarding the rulings to deposit one month pay in lieu of one month notice to quit the job, casual leave to the contract employee and in the same way Hajj Leave to the contract employee of the Government of the Punjab.

 

AMENDMENTS

 

Rulings to deposit one month pay in lieu of one month notice to quit the job

 

In the said Policy, in para 3, sub-para (XVII), the following clause (iii) shall be added after clause (ii),

     “Where a contract employees applies through proper channel for another post under the Federal or Provincial Government or its subordinate offices/organizations/institutions, in the event of his    selection, he shall not be required to deposit one month pay in lieu of one month notice to quit the job”.

In the Annex-B to the said Policy (GUIDELINES FOR FIX TERMS AND CONDITIONS O CONTRACT APPOINTMENT), in para 7:

Casual Leave to Contract Employees

Clause (a) shall be substituted by the following:

                  ‘Casual Leave not exceeding 24 days per years shall be admissible.

                   The competent authority may grant 10 days Casual Leave at a time,

                   or, in special circumstances 15 days Casual Leave at one Time.’

 

Hajj Leave to Contract Employee

 

After Clause (o), the following clause (f) shall be inserted:

“(f) Hajj leave for 45 days with full pay may be allowed to contract

      Appointee once during the tenure of 5 years. Further Hajj, Leave

       During the attended period of concert appointment shall generally

       Not be granted. However, the competent authority may allow 30 days

       Hajj Leave under special circumstances for the 2nd time, but such

       Leave shall be without pay”,

 

Pay Protection from Contract to Contract Appointment

 

After para 3-XIII (i), titled Pay Package and para 1 (i) of Annexure-B of the Policy, the following clause “e” shall be added:

“e)    “A confirmed civil servant when appointed on contact under the

         Government of the Punjab or its subordinate offices/organizations/

         Institution, shall draw ‘pay’ and allowances as per terms and condition

         Of the contract. However, he shall be entitled to claim any protection

         Of the basic pay scale increments and allowances last drawn by him

         Substantive posts and

         Where an existing contract appointee of the Federal or Provincial Government

         Is appointed in contract against another post under the Government of the

         Punjab or its subordinate offices/ organizations/ institutions and there is

         no gap between his previous contract appointment and fresh contact

         appointment, be shall be entitled to get his pay and allowances fixed after

         adding the increments which he may have earned during the preceding

         contract appointment.”

  1. Sir, I have served in education Punjab department for 7 years, than I have appointed through proper channel to higher post on contract in same Punjab Education deptt. The question is that shall my pay is protected after regulation of new contract post??

    Sir, I was re-appointed through proper channel in Punjab on 27-8-2012 from BS-16 (regular) to BS-17 (contract) with pay protected. My last pay on 26-8-2012 in BS-16 was 26800. Sir, on which stage my pay should be fixed in BS-17 on 27-8-2012 ?

  5. I was working in Agri deptt in 18 and was at pay stage 10. Then I was selected through PPSC in the same deptt in its other wing in PS 18+165 and my pay was was protected according to offer letter. After regularization of 5 years my pay was fixed at initial of BPS18 whereas when I was selected on contract I was at stage10in BPS 18. Also there was provision of pay protection in offer letter. After regularization my previous regular 10 increments and 5 contract increments have been converted into personal allowance whereas according to contract policy only the increments earned during contract period can be converted into personal allowance. Suggest me some remedy for me Thanks

    IN 2009, I WAS WORKING AS REGULAR CONSULTAN ANESTHETIS(B.S.-18). AFER APPLYING THROUGH PROPER CHANNEL, I JOINED AS ASSISTANT PROF (B.S.-18) ON CONTRACT BASIS.
    MY PAY WAS PROTECTED. I WAS REGULARIZED ON 27 SEP 2011. MY PAY WAS PROTECTED. NOW ACCOUNT OFFICE WANTS RECOVERY OF PAY PROTECTED.

  7. I was serving in the healthcare department on 17 BS as a contract employee, through a proper channel I applied in DGPR on BS 17 and selected. I have received LPC from AG Office Lahore Mentioning my Pay Scale and annual increment earned, I was on stage 3 of Pay Scale. Now My new office (DGPR) Account Officer is saying that my pay will start from stage 0 initial stage, and that My previous department annual increment will not be transferred to my new salary.

    Punjab Govt. Added following Amendments in contract appointment policy 2004 Regarding Pay Protection from Contract to Contract Employee

    But later on dated 5th April, 2013, the above amended clause was omitted.

    Clause (e) of para 3(XIII) in sub para (i) is omitted vide letter No. DS(O&M)5-
    3/2004/Contract (MF) dated 05.04.2013.

  9. It is requested that please share the notification of Data Analyst Post of Punjab Govt. Whether Punjab Govt created this post on BPS 16 or BPS 17 because in some public sector universities appointed Data Analyst for Quality Enhancement Cell department in BPS 17 and some Universities appointed Data Analyst for same department in BPS 16. HEC established Quality Enhancement Cell in 2006 and mentioned data analyst post is BPS 16 in PC-I but in 2009 PC-I HEC mentioned the data analyst post is BPS 17. Kindly clear the exact scale of this post on Punjab Govt. ground with notification.
